General Manager Profile
Capt David Padman has been confirmed as the General Manager (GM) of Port Klang Authority (PKA) as of 6 July 2011. He was confirmed and appointed by the Government of Malaysia through the Ministry of Transport, Malaysia as the GM of PKA after successfully completing his evaluation period by showcasing excellence in leading PKA in the right direction over the past few months.
Capt. David Padman joined MISC as a cadet officer in 1975. He underwent training in Singapore Polytechnic and Cardiff Technical College in Wales. He then obtained his Master Mariner (Foreign-Going) Competency Certificate from RMIT Melbourne in 1984 and his unrestricted Pilots Licence in 1992. He took first command and sailed as Captain on container vessel MV Bunga Teratai in 1986 and joined Port Klang Authority as a trainee pilot in 1987. In December 1992, he was promoted to Marine Operations Manager and obtained a Diploma in Port Management from University of New Orleans, USA in 1993. He was then promoted to Asst. General Manager (Regulatory) in 1998, which is now restructured as the Regulatory and Operations Division.
Amongst many of his achievements, Captain David Padman is the Chairman of the Port Health, Safety and Environment Committee Port Klang since 1998, the Chairman of the Pilotage Board for Port Klang Authority, the Chairman of working committee, Port Klang Development Masterplan 2010 – 2030 and he has also has served as the Chief Information Officer (CIO), Port Klang Authority.
In addition to this, Captain David Padman is very prominently involved in the international maritime arena as the REPRESENTATIVE for Port Klang and Malaysia at IMO Meetings such as MSC, FAL and London Convention, the REPRESENTATIVE for Port Klang and Malaysia at APEC Meetings in Vancouver and Hanoi, the Chairman of the IAPH Port Environment Committee since 2009 and the Chairman for Asia (Eastern Dredging Association) Oceania Region since 2010. In 2010, Capt. David was instrumental in introducing the compulsory AIS (Automatic Identification System) on small crafts ie. tug boats and pilot boats operating within port limits and this has significantly enhanced safety of navigation within our waters.
Capt David Padman’s long serving career and his very active role in the industry has earned him the name and trust of our two private terminal operators, all the government agencies that we deal with and most importantly with the local and international industry players. It has been almost 14 years since this position has been internally filled. We are honored by the support shown to us by the Government of Malaysia and the Ministry of Transport by reinforcing their confidence in the capability of the staff within the organization.
