How to register and apply for a Port Ancillary Services License?
Port Ancillary Services License can be registered and applied through online ePASS portal Version.2 at http://pkapp.pka.gov.my/ancillaryv2/ or through Port Klang Authority (PKA) official website at www.pka.gov.my by following the steps below:- www.pka.gov.my > Online System > eLicencing > Ancillary Services > License Application ePass.

What medical facilities are available to retirees?
General Order Chapter F (Medical) Year 1974 stipulates that Federal Public Service officers and retirees who receive pensions as well as their qualified family members are eligible for free medical facilities at Government hospitals/clinics.

Eligibility for eligible retirees and dependents are as follows:
1. Federal Public Retirees
2. Husband/ Wife
3. Widow/ Widower (considered a retiree family as long as not remarried)
4. Children:
i. under 18 years of age; or
ii. if still in school, under the age of 21; or
iii. A child who is destitute due to a brain or physical weakness and is unable to support himself, regardless of his age provided that the disability is experienced before the child reaches the age of 21 years.
The medical facilities provided are based on Service Circular No. 21 of 2009 - Medical Facility Expenditure Application Rules and among the facilities allowed are the supply of medicines and medical equipment as well as kidney disease treatment facilities.

Who has to comply with the International Ship and Port Facility Security (ISPS) Code?
The ISPS Code, which is made mandatory by Chapter XI-2 (Special measures to enhance maritime security) of the SOLAS Convention, applies to the following types of ships engaged on international voyages:
(1) passenger ships including high-speed passenger craft;
(2) cargo ships, including high-speed craft of 500 gross tonnage and upwards; and
(3) mobile offshore drilling units.
SOLAS Chapter XI-2 and the ISPS Code also apply to port facilities serving such ships engaged on international voyages.

Hot Work Permit will only be issued by the Northport Fire Department for hot work conducted in Northport and Southport areas. While hot work is carried out in Westports, hot work permit will issued by the Westports Fire Department.

According to the Merchant Shipping Ordinance, for hot work on board vessel, gas free certificates may be issued by the Science Officer, from Department of Chemistry Malaysia.

When are the North Port, South Port and West Port privatized?
North Port and South Port have been privatized to Northport (Malaysia) Bhd. (NMB) for a period of 21 years effective from 1st December 1992 and the concession period has expired on 30th November 2013. However, the government has agreed to extend the NMB concession period for 30 years effective from 1st December 2013 to 30th November 2043.

West Port has been privatized to Westports Malaysia Sdn. Bhd. (WMSB) for a period of 30 years effective from 1st September 1994 to 31st August
2024. However, WMSB concessions have been extended for an additional period of 30 years effective from 1st September 2024 to 31st August 2054 subject to the terms and conditions as stipulated in the Supplementary Privatization Agreement signed on 15th January 2010

What are dangerous goods?
Dangerous goods are goods (substances or articles) that are potentially dangerous and are pose capable of significant risk to health, safety, property, environment & security when transported by air, sea, road and rail.

What is the meaning of PKA Group?
All dangerous goods having properties coming within the classes listed in the IMDG Code are regrouped into three groups according to their degree of danger.
For containerised and packaged dangerous goods; different treatment of handling within the port limits is assigned to each group as follow:-

PKA Group 1
Dangerous goods under this group can only be landed at such places and under such conditions as the Authority may impose from time to time. Vessel conveying such dangerous goods, unless otherwise agreed by the Authority, is prohibited from coming alongside any of the Authority’s berth.

PKA Group 2
Vessel conveying dangerous goods under this group may come alongside the Authority’s berths but the dangerous goods must be in direct transit and shall not be accepted into the Authority’s warehouses/open areas for storage unless otherwise agreed by the Authority.

PKA Group 3
Dangerous goods under this group may be stored at such places as may be authorised by the Authority depending on space availability and adequacy of preparatory facilities.
The handling method as assigned to each of the aforementioned group is not applicable to dangerous cargoes in bulk

How does the declaration of dangerous goods at the port?

Notification to PKA via eDCFZ system
Each dangerous goods that wish to enter / exit to / from port must be declared with PKA Dangerous Goods Department by the master or owner or agent or shipper or his agent.

Dangerous goods declaration must be submitted 48 hours prior arrival of the vessel / Estimated Time Arrival (ETA).

The Container Packing Certificate (CPC) is required for export container (attached via eDCFZ system)

For the following IMO Classes, permit / approval/ license from other government agenciesis required (attached via eDCFZ system).

IMO Class 1 : Royal Malaysian Police IMO Class 6.2 : Ministry of Health
IMO Class 7 : Atomic Energy Licensing Board
Waste (Except IMO Class 7) : Department of Environment

What action can be taken against the agent that does not submit a dangerous goods declaration?
The cargo or container will not be allowed to load/unloaded to/from the vessel and a police report will be lodged as per Kelang port Authority By-Law (amendment) 1989.

How many categories of cargoes in IMSBC Code?
